Summary of the article

“E.U. leadership is considering a digital health pass that would allow E.U. citizens who have received a COVID-19 vaccine to travel for work or tourism.” As it is the E.U. has been slow in getting vaccines in arms and developing such a vaccine passport, that might look like a QR code on an APP-similar to a boarding pass, will likely happen in September after the peak travel season. Others though like France, Germany and organizations like WHO are against tying freedom of movement to having been vaccinated. Sophie Wilmes (Belgium acting Foreign Minister) is quoted “Respect for principle of nondiscrimination is more fundamental than ever since vaccination is not compulsory and access to the vaccine is not yet generalized.” Anthony Dworkin (European Council on Foreign Relations) provides a counterpoint “Some element of unfairness is the price we will have to pay for a kind of partial reopening.” Israel is already using a program that allows “vaccinated people access to gyms, concerts and hotels.” Denmark “has also announced plans for a digital health passport.”
